Action Alert: Family First - Federal Action Needed

SUMMARY OVERVIEW: With more than a dozen states planning to implement Family First in October of this year, there are now two critical issues emerging that must be addressed before this fall. Congress leaves town this week and won't be back until September 9 - take action today!

TOOLS FOR CONGRESSIONAL OUTREACH:


BACKGROUND: Since the passage of the Family First Prevention Services Act (Family First) in February 2018, stakeholders have been working on a number of amendments to fix unintended problem areas within the the new law. With more than a dozen states planning to implement Family First in October of this year, there are now two critical issues emerging that must be addressed before this fall. 

Wisconsin opted to delay implementation until 2021, but if these federal issues are not fixed now, the potential benefits of Family First will be at risk as early adopting states face significant cost increases and lose the ability to claim federal Medicaid and Title IV-E dollars for children in care.

WHY THIS MATTERS TODAY: Congress will begin their summer recess on July 26 and won't be back for legislative action until September 9! Take action this week to urge your congressional representatives to act.

TWO CRITICAL ISSUES FOR ACTION:

  1. To realize the full potential of Family First we are asking Congress to delay the implementation of the 50% well-supported prevention services until 2026Family First Issue Brief - Prevention Services

  2. To protect the Medicaid health coverage of children in QRTP’s we are asking Congress to work with CMS to ensure QRTPs are not considered IMD’sFamily First Issue Brief - QRTPs and Institutes for Mental Disease
